"That an in-camera meeting of City Council be held immediately following the special council meeting this date to consider six matters, including: a plan/procedure or instruction to be applied to negotiations and a solicitor client privilege matter, an identifiable individual and labour relations matter, two matters of solicitor client privilege, a third party information supplied in confidence matter and a plan/procedure or instruction to be applied to negotiations matter as authorized by Sections 239 (2) (b) (c) (d) (f) (i) and (k) of the Municipal Act, 2001, respectively."

"That Zoning By-law Amendment Application ZBA26/004/COK/GS, to amend Zoning By-law 85-1, for the City of Kitchener, be approved in the form shown in the ‘Proposed By-law’ attached to Development Services Department report DSD-2026-273 as Attachment A; and, That Zoning By-law Amendment Application ZBA26/004/COK/GS, to amend Zoning By-law 2019-051, for the City of Kitchener, be approved in the form shown in the ‘Proposed By-law’ attached to Development Services Department report DSD-2026-273 as Attachment B; and, That the General Manager of Development Services Department be authorized to execute an Allocation Policy Administrative Agreement with the Region of Waterloo; and, said agreement to the satisfaction of the City Solicitor; and, That the General Manager, Development Services be authorized to execute all tri-party Forward Looking Servicing Agreements with the Region of Waterloo and an Owner/Proponent, in accordance with the Region of Waterloo Policy: Water Supply Capacity Allocation Policy for the Mannheim Service Area, said agreements being to the satisfaction of the City Solicitor; and, That the proposed Water Allocation Policy, for the City of Kitchener, be approved in the form shown as attached to Development Services Department report DSD-2026-273 as Attachment C, and further, That all by-laws related to this mater, for the City of Kitchener, be approved in the form shown as attached to Development Services Department report DSD-2026-273 as Attachments A, B, and C b
